Khối thứ bảy, chia làm hai chặng. Chặng đầu lo nền tảng quản lý rủi ro, chặng hai lo quy trình và ứng dụng. Ba cấp trách nhiệm được phân định rành mạch: cấp cao lo rủi ro chiến lược như định hướng, chính sách và cơ chế vận hành; cấp trung lo rủi ro chiến thuật khi triển khai chương trình, dự án và kế hoạch; cấp cơ sở áp dụng quy trình tại đơn vị tác nghiệp để xử lý tình huống tức thời như quyết định thông quan, can thiệp, bắt giữ hay tạm giữ. Thông tin quản lý rủi ro được quản lý tập trung để xử lý và cung cấp thống nhất cho các đơn vị. Các nhóm thông tin gồm thông tin về tổ chức và cá nhân thực hiện xuất nhập khẩu và xuất nhập cảnh, về hàng hoá và hành lý, về phương tiện vận tải, và thông tin nghiệp vụ hải quan. Bộ tiêu chí lựa chọn để quyết định kiểm tra, giám sát và kiểm tra sau thông quan do Bộ Tài chính ban hành.
