Khối thứ ba, chia làm hai chặng. Chặng đầu định nghĩa giám sát hải quan và dựng cơ sở pháp lý cho hoạt động này: đây là biện pháp nghiệp vụ nhằm giữ nguyên trạng hàng hoá và bảo đảm việc tuân thủ pháp luật trong quá trình bảo quản, lưu giữ, xếp dỡ, vận chuyển và sử dụng hàng hoá cùng phương tiện vận tải thuộc diện giám sát. Chặng hai lo các phương thức giám sát và trách nhiệm của các bên. Đối tượng giám sát gồm hàng hoá, phương tiện vận tải, và cả phương tiện vận tải nội địa đang chở hàng thuộc diện giám sát. Mốc thời gian được xác định rõ hai đầu: giám sát chạy từ khi hàng hoá và phương tiện vào địa bàn hoạt động hải quan cho tới khi chúng rời lãnh thổ hoặc được thông quan. Một chức năng thực tế của giám sát là chặn hàng giả trước khi nó kịp vào lưu thông hoặc rời lãnh thổ.
